Family Book of Rules for the Members of the Royal House
of the Imperial Government in Exile
Article 1 - The members of the Royal House are: The Ruling Emperor/Empress, The Emperors/Empresses wife/husband or partner, the living ancestors of the Emperor in the direct line, living descendants of the Emperor/Empress in the direct line, with their wives, the brothers of the Emperor/Empress with their wives/husbands; the sisters of the Emperor/Empress and their husbands/wives.
Article 2 - Succession shall be according to the Charter of the Imperial Government in Exile as contained in Articles 23 through 38.
Article 3 - The Ruling Emperor/Empress is the head and protector of all members of the Royal House.
The Emperor/Empress determines the rank of all members of the Royal House by Royal Proclamation.
Article 4 - The oldest child of the Ruling Emperor/Empress is the Crown Prince/Princess, all other children shall be styled Prince/Princess. Brothers and sisters of the Emperor shall also be styled Prince or Princess. All members of the Royal House shall bear the title of His/Her Royal Highness.
Article 5 - Without the special approval and consent of the Emperor/Empress a member of the Royal House is not allowed to commit any act or deed of public importance involving the Royal House, nor to make any permanent commitments to anyone involving the Royal House.
The Emperor/Empress takes care, by all means, that with no exception the Royal House is always governed by the rules and consideration of honor, order and exemplary behavior worthy of the Royal House.
Article 6 - All members of the Royal House are obliged to consider as, and to respect the Head of their House in the person of the Emperor/Empress, and to help Him/Her in performing His/Her duties as Head of the House, with loyalty and obedience.
Article 7 - Any member of the Royal House can be joined in marriage without previous consent and approval of the Emperor/Empress.
Article 8 - When a member of the Royal House establishes a separate house and gets a separate estate, he/she cannot be excepted from the authority of the Emperor/Empress, as decreed in this Book of Rules, and is obliged to conduct his/her house in an orderly manner, making no causes for complaints.
If that is not the case, the Emperor/Empress has the right to take all necessary measures for the proper conduct of the house in question.
Article 9 - Without the approval or consent of the Emperor/Empress, no member of the Royal House can make debts over the possibility of payments, which is set by the four month regular income of the member in question.
Article 10 - Court officials, assigned to any member of the Royal House, or to the separate houses of the Royal House, will commence their service only when the Emperor/Empress approves their assignments.
Article 11 - The Emperor/Empress will, by Royal Proclamation, determine the place of residence of the Royal House.
Article 12 - Any member of the Royal House who takes permanent residence or employment abroad must inform the Emperor/Empress.
Any shorter journey abroad of any member of the Royal House also must be communicated to the Emperor/Empress.
Article 13 - The members of the Royal House are to be prepared for the service in the military, education, art, church, etc. according to their own preferences.
Article 14 - The Emperor/Empress, as the Head of the Royal House, can direct education of all members of the Royal House, even when the general care of the education belongs to their parents.
Article 15 - The Emperor/Empress will take care of all the needs of the children from the Royal House in case they are left without parents.
Article 16 - The Emperor/Empress has the right to maintain order in the Royal House worthy of the Royal House, by all means available to him.
Article 17 - For the estimation and validation of the disciplinary infringements, the Court Council is established. The Court Council includes, under the presidency of the Emperor/Empress, the Crown Prince/Princess (if he/she is over 18 years of age), the members of the Royal House who are over 18 years old, the Prime Minister, the Chief Justice of the Supreme Court, and anyone else who the Emperor/Empress deems necessary to attend. It is in the power of the Emperor/Empress to expound the disciplinary steps, according to the regulations of this Book of Rules, or when He/She finds it necessary, to be estimated and discussed by this Court Council.
Article 18 - The disciplinary measures, which will be at the discretion of the Emperor/Empress, in conducting the Royal House, are:
a) Warning, undisclosed or public, for all members of the Royal House, which is recorded;
b) Censure, undisclosed or public, for all members of the Royal house, which is recorded;
c) Dispossessing of one third of the appanage during the period of one to six months which is recorded;
d) Exclusion from all the honors for a shorter or longer period, undisclosed and known only to the members of the Royal House, or intentionally printed in the official paper;
e) Exclusion from the Royal House for a shorter or longer period of time, undisclosed and known only to the members of the Royal House, or intentionally printed in the official paper;
f) Exclusion from the Royal House. In the case of such a punishment, a hearing of the Court Council is necessary.
The expression public, for all members of the Royal House indicates the announcement of the respective disciplinary measure to all members of the Royal House.
Article 19 - Each punishment that is sentenced to the members of the Royal House by the Emperor/Empress can be revoked, on His/Her discretion, when such a measure has the grounds in amending or eradicating the cases for the punishment. A hearing of the Court Council is necessary in this case, if it is mentioned in Article 18 under subsections c, d, e, or f.
Article 20 - The disputes between members of the Royal House cannot be taken to court. The Court Council has a duty to do everything in its power to settle such a dispute. If the dispute cannot be settled in such a way, A Special Elected Court, consisting of three judges, the President of whom is determined by the Emperor/Empress, and one by each side in the dispute from among the members of the Royal house or the members of the Court Council, passes final judgment on the dispute. The side that does not comply with the judgment in to be punished by measured of Article 18 under subsection e and f, at the discretion of the Emperor/Empress.
Article 21 - When the Emperor/Empress is underage, His/Her rights and duties as the head of the Royal House will be undertaken until His/Her reaching 18 years of age by the Queen Mother or King Father. If the Emperor/Empress is without living parents, the authority of the head of the Royal House will be undertaken by a member of the Royal House, as determined by a hearing of the Court Council. The punishment of subsection f under Article 18 can be sentenced only by the Emperor/Empress.
Article 22 - As the Head of the Royal House, the Emperor/Empress disposes of all it's means, and issues all orders that are necessary economic and financial affairs.
Article 23 - The Ruling Emperor/Empress holds on to the right to make changes and amendments in this Book of Rules according to circumstances, when He/She finds it beneficial, as well as to issue Royal Proclamations in agreement with the Court Council of every important, but unanticipated case.
